Preheat the grill to medium-high heat.
Rub the steaks with the olive oil and season with salt and pepper.
Grill the steaks for about 5 minutes per side, or until cooked to your desired doneness.
Meanwhile,in a medium pot, bring water to a boil. Add the potatoes and boil for 10minutes, or until fork-tender. Drain and set aside.
In a large bowl, combine the mayonnaise, Dijon mustard, parsley, shallot, garlic powder ,onion powder, and apple cider vinegar. Stir until combined.
Add the potatoes to the dressing and stir until all the potatoes are evenly coated.
Serve the steak over the potato salad and enjoy.
