In a large bowl, mix together the soy sauce, honey, sesame oil, and rice vinegar.
Place the chicken wings in the bowl and toss to coat. Cover and refrigerate for at least 2 hours.
Preheat the grill to medium-high heat.
To make the garlic-herb butter, combine the butter, garlic, parsley, chives, salt, and pepper in a small bowl. Mix until well combined.
Remove the wings from the marinade and place on the preheated grill. Grill for 10-12 minutes, flipping occasionally, until the wings are cooked through.
Brush the wings with the garlic-herb butter and cook for an additional 2 minutes.
Serve the wings hot with the remaining garlic-herb butter. Enjoy!
